Are headlight/tail light swaps/conversions legal?
Yes, as long as it says DOT on them. Simply doing a headlight/tail light swap does not require you to get recon. If you modify the donor headlight, then it is no longer DOT legal. Aftermarket HID's are also legal, though you may need recon for this. They have a light meter to make sure it's not too bright.

from what i understand, any aftermarket HID kit made to fit in a Halogen based Headlight is illegal in the USA since the year of 2000 or something like that... but if u can get it legal in hawaii with a recon then awesome haha. up to you if u want to risk blinding other drivers tho..

i havent had much problems with police when i was using purple HID bulbs, and right now i have a 4runner with projector retrofits and still no problems, knock on wood. i havent been running any ridiculous colors, since the purple bulbs. right now i just got 4300k which is best if u want the most light. i suggest if you want to put hids, dont go for any blue, purple, etc. it will only get you more attention from cops. go for the stock 4300k, or at most "6000k", ive noticed the more yellow in the light, the easier to see on the road, but thats just me...

^^^according to what the recon dude says, you may need a recon for it. hopefully it passes their "light meter".

personally it sounds like a headlight alignment machine, like a "sniper", but who knows...

just incase, you are not confusing halogen bulbs with an HID sticker on the box are you? you know about adding ballasts, relays, and such? just making sure as ive seen quite a few people confuse poser HID halaogen bulbs (ebay) from the real thing on different forums.

you do need to be carefull about using blue bulbs. if they look too blue you might get stopped.

those bulbs will end up looking whiter, or bluish white, but your stock bulbs will out perform those as far as lighting quality. yes, it will look brighter because its whiter, but whats really happening is the blue tint on those types of bulbs filters out alot of the useable light. the good thing about those bulbs is the wattage. supposedly its only 55w so you wont have problems with burning switches, melting wires, melting harnesses, housings, etc... if you want to upgrade to like 100w, you will need to add relays and run thicker wires. 100w bulbs may be a bit brighter, but you will be buying replacement bulbs more often. also its hardly noticeable. my oem bulbs on my toyota is still going strong after 10 years before i switched to hid projectors. my blue aftermarket bulbs, maybe about 3 months.

although Real HIDs are very expensive, id say its worth the extra money. you might as well save up for it instead of buying replacement halogens every now and then...

oem ballasts, oem projectors, oem phillps bulbs on ebay. oem parts are the way to go, ie bmw, lexus, etc. try to avoid those aftermarket ones on ebay as much as possible.
