He is referring to the people that are 100% only there to do burnouts, rev up, completely freak out when a police officer rolls through, and race.

I'm heading that way right now.... If you see McDonalds, Jack In The Box, & Panda Express in the parking lot... Your probably in the right place. Should be there in 20. Look for the black STi most of us run on Hawaiian time.... That means we're always late....
