Try the GM Top Engine Cleaner. spray it on and use a tooth brush to scrub the dirt off. Wait at least 15 mins before rinsing it. Try not to do it there at your parking lot because the water will turn white and your landlord may get upset. You may **** some dog owners too- hehehe!
ps. pls dont use tire/rim cleaners, its very acidic and my turn the aluminum surface 'chalky'.
