I have lived in Hawaii now for a little over 5 years and I refuse to pay one stinkin dollar to this state for recon when i dont see any serious improvements to the roads here or any kind of thieves being caught/conviction from the time my old car was stolen twice in one year i personally get my safety checks hooked up and take the risk with the cops. Besides why do I have to follow the laws out here about recon when it is very obvious that some of the cops here dont!(another story we wont get into that) Sorry if I have offended some you guys with my ethics toward this particular matter but these are just my beliefs on the subject.

The no track situation sucks, but I am sure they will fix it. The AWD dyno situation can be solved.
I know I have been talking about moving to HI for some time now, but this time it is for real. I will be down there before the years end. That's for sure. Either that, or back to mother Russia for me.

Hey Alex, I met you years ago at Oakland autox when you had your RS. I moved back out here in June. Hope it works out for ya.
So what would be the problem with recon? Ride height only or intercooler etc? Only thing I can see is he needs to put the stock sidemarker lights back on. A more low key paintjob would probably be key...

If your vehicle is modified whatsoever, it is required to pass an additional inspection in order to get it registered, or at least if you get the car registered without it and get pulled over, the cop is going to expect to see your recon paperwork (sticker?) if it's obvious to him that you've done some work to it.

Copies of Hawaii Recon rules are available for $1.25 at the Department of Transportation's Motor Vehicle Safety Office at Dillingham Plaza, 1505 Dillingham Boulevard, room 214. Call 832-5825. There used to be an online version but I cant find it.
For those who want to get recon....
They will THOROUGHLY check your car's engine bay, exhaust and suspension and a few things in the cabin (pedals, VIN, etc.) It is a REAL safety check. They will make sure your car is safe to be operated, meaning you cant have iffy visible problems in the above categories (hanging parts, exposed/chafing wires, unsecured items, anything unsafe). You will need recon if you change your Rim size 1" above stock, modify your suspension, swap your engine, or modify your exhaust. Try to make everything other than what you are modifying as stock as possible. Then you wont have to come back later.
You will need:
-Current Safety Check/Registration/Visible VIN #'s
-Current Alignment Papers stating that your car is within one degree of stock specs (dated within 30 days of your recon inspection). You may need a camber kit if you cant get it within specs. Dont even try if you have too much camber or toe in...
-$15 Cash or Check. No change is given. If you fail, you have 90 days to fix the problem and return for inspection without charge.
- Tint must be around 35%
- Tires MUST be within the fender well
- Alignment (see above)
- 2" of suspension travel (the dreaded compression test)
- 12" to license plate 22" to headlights
- Front bumper beam
- ALL stock lights...
-$15 and bring exact change, they don't have change there.

For headlights they will look for the DOT stamp on the headlight, so to be safe I'd recommend putting the stock headlight back on.
Another thing for recon, is absolutely no stickers on the windows. Except for what is considered stock.
Foglights cannot be below 12" from the center point of the light. While I was getting my car recon inspected, I asked the recon inspector about the headlight, foglight and license plate height requirement rule. Because a brand new car off the showroom floor any of those could be below the recon spec. He that is ok, if its stock, but once you modify the car those things will fall under Recon regulations. That is just stupid! I haven't seen your car lately, but you have fogs in just pull them out.
If the license plate is too low, just get this bracket at Napa that raises the plate up about 2in. A few i-club members have them. This keeps your from doing the reverse mounted license plate, where you screw the license plate in on the bottom set of holes pf the plate.
