how much PSI does the new STi putout stock?

.12 bar is less than 2 psi.

.12 kPa =~16 psi.

Not sure what you mean. 14.5 psi is the measurement for boost... that's what it is, 14.5 pounds. I would guess that max safe boost on the VF39 is ~15.5-16 psi, but I don't have that turbo personally.

My max boost with the Xede is 16.5 psi. Detonation generally occurs over 17 psi.

No, that is very not safe. The XT turbo is much too small to go that high on boost. If you can't afford a reflash, don't mess with boost on a car as sophisticated as a modern Subaru.
