Engine/Power - EJ20T (pre-2006 WRX and JDM) There is replacement for displacement, it is forced induction - OEM 2.0 liter turbo engines in the USDM WRX. 90-94 Legacy Turbo EJ22 turbo engines can also be discussed here.

it depends what you want to do
1/4 mile? (weak sauce) or the back road twistise and the track?

overall
get TIRES, best thing you can do

i know a guy who has stock wagon, but with only some nice tires on it, he can out drive anyone with 100+ or more than stock

then go for power
bov doesn't do anything really, unless you want the sound its useless.

personally, i got a rear sway bar (cusco) first then helix up and down pipes
and cobb stage 2 reflash
they do great business even with the stage 1 its a 25 HP gain and 35 torque/lbs.
as the same time as that i got exhaust

and im getting tires tomorrow and wished i got them first
they are the best thing you can do for your car

*edit* i also got a gfb bov cause i love the sound and now i shoot flames when i shift
bloops

Ditto on suspension stuff. I like the Cusco rear adjustable anti-sway bar, with or without Whiteline alloy end links. For most people, forget the aftermarket front anti-sway bar. You can lower the car with a good set of springs or a bucks-up coilover kit, but remember that we drive in the real world, with potholes and speed bumps.

Tires make a big difference but I decided to get my money's worth out of the so-so RE-92s before I tossed the carcasses for better rubber. If you get bigger wheels and lower profile tires, bear in mind that if you decide to go with a front big brake kit in the future, not all 17" rims will clear Brembo or StopTech kits.

For those that want a plug-and-play boost in performance, I think you will be happy with reflashes from Vishnu or Cobb.

For a subjective driving improvement, some people like to upgrade the factory shifter with a unit with bushings from Kartboy.com.
