What does it mean to run lean?...and what's CEL?

running lean basically means you have more air into your air/fuel(A/F) ratio than what is balanced. too much air can make your engine kaboom.
CEL stands for Check Engine Light. Basically if the car senses any abnormalities through its computer, it will signal it through the dash. Flashing CEL generally means something really big has happened to your car. a CEL will range from as low as not having your gas cap tightened to misfires.

No matter if you run naturally aspirated or boosted(your bov question), running excessively lean with destroy your engine. Blow off valves do not prevent you from running lean at all. BOV's will release air from the turbo when you shift or let go on the throttle but it won't release the air coming from the intake. If you have too much air into the engine that way, its gone.
This is also why if you're upgrading to a bigger turbo, you will need upgraded plugs, injectors, and fuel pump so your engine can keep up.

yeah bov releases extra air that is in the turbo after you let off the gas since there is built up pressure and its not being put into the engine any more. running lean involves the amount of air that is put into the engine to aid in the combustion process compared to the amount of fuel to burn in the engine. running lean means you are not getting enough fuel into the engine to match the amount of air that you are putting in.
likewise when you run rich, you put too much fuel in and there is not enough air to combust all the fuel and so it heads out the exhaust. this is what catalytic convertors are for, they help complete the combustion process if you are running rich. and a fully completed combustion process means that you have less emissions (CO, etc) ideally if you combust everything all you get as a product is co2, water, and nitrogen.
if you are really cool, you run catless and hella rich so you can shoot fireballs out your exhaust (the extra fuel combusting when it hits air)
so that was probably more info than you wanted, sorry
