Yes a catless downpipe will result in a P0420 catalyst inefficiency CEL. The third cat is downstream of the rear 02 sensor and isn't monitored by the ECU.

this code can be easily fixed using a mil eliminator. i wouldnt worry about it too much.

hmm.. my turboxs TBE has the cat before the rear O2 and is fine.

are you using a cat eliminator pipe ?
