Please tell me this isn't something that you would add to your gasoline to make your car smoke on purpose. That would be even lamer than the gas additives that are supposed to give your exhause a scent (like chocolate or strawberry)...
[EDIT]
Found it... sounds like something which would only be worth it for an engine with lots and lots of miles on it. Today's gasoline is so clean (and has built-in detergents) that carbon buildup and other such problems are really minimal. Considering that all of our WRX's run on Premium gas as well, I don't think we'd get the sludge buildup of an older car on cheapo gas...
Here's one perspective on it:

(NOTE: I found this with Google, I've never visited a Honda forum in my life )

sea foam is used to clean out all the carbon buildup inside your engine. Its supposed to do wonders..but ive never seen it done on a suby before. I have done it to my friends civic before. DO NOT USE SEA FOAM IF YOU ARE GOING TO SMOG YOUR CAR ANYTIME SOON!!! it takes like 5000 miles before all that crap gets out of the system. If you take it to a smog station to try to get your car smogged not long after u have used it, it will not passed because the car will be spitting out a crapload of carbon or whatever...and it'll be labelled as a gross pollutor.
