Check the legacy fourms here and on www.NASIOC.com, they would have probably more answers than people in here can give you. I do have answers to your questions 1 and 3 though.
1) They are 2.2l turbo and you can get one for about 4-5k
3) It can be, once again you can check both legacy fourms for more info on those things because I am not a legacy owner. Hope this helps.
Cheers

Come over to http://bbs.legacycentral.org . Lots of Legacy turbo guys here.
The Legacy turbo can be bought for anywhere from 1k -5k
Look for oil leaks, especially the valve covers and crank seal (crank seal look at bottom of timing belt dust cover for oil). Both are pretty easy to fix. Then just regular car stuff, alignment, brakes ect.. Even if the car is in fairly bad shape it's probably worth picking up unless priced way too high.
They have the EJ22T, considered by most who know to be the best engine ever put out by Subaru. It's closed deck, has oil squirters, high pressure cast pistons (one step below forged) very over engineered. It has more potential then the EJ20T but it's not as easy to find parts for.
