compressor stall symptoms

compressor stall symptoms
I'm wondering what the symptoms of compressor stalling or surge are.
The reason I ask is because I'm getting the "squirrel in the glovebox" noise. That's really the best way to describe it. After I go WOT through the gears a few times and things start to heat up, and I'm slowing down to a stop sign or getting back on the gas a bit, I get a high pitched chirping coming from what seems the area near the turbo.
Could this be a symtom of a sticking wastegate? How difficult is it to get to the wastegate itself and move it with my hand to make sure it moves freely?
