here is the OBD2 drive cycle proceedure to get the monitors to run after resetting the ECU (to be able to pass a smog test the monitors must be run)
1.engine cold start let idle for 3 minutes
this will run secondary air and evap leak test
2. constant driving 20-30 mph for approx 4 minutes
this will run O2 sensor closed loop operation test and also control frequency test
3. constant driving 40-60mph for approx 15 minutes with sufficent vehicle coasting phases included ( drive a few minutes at 60 mph then let it coast back down to about 45 then gradually accelerate back up close to 60 hold then coast back down do this a few times in the 15 minutes)
this runs cat efficency and O2 response testing
4. engine idle for 5 minutes
will perform tank leak test
NOTE the test will interrupt if :
engine speed exceeds 3000 rpm or driving speed exceeds 60 mph and if there are large fluctuations in accelerator position
following this should get all the monitors to run correctly
hope that helps

I passed on just the precat in my uppipe but it was pretty close on HC and I have some exhaust leaks to the tune of barely reaching 8% on the co2. a healthy system runs 15%.
Main problem is the visual and any smog tech that checks thoroughly will fail your car for lack of cats in the downpipe and midpipe. I'm a smog tech as well btw :P
Also the smog update course earlier this year really stressed that we check the numbers on any cats that look modified in the aftermarket system database on the BAR site. Techs that dont know you will do that because the tickets cost 500/1000/2000 to the tech and owner and also can result in loss of license.

I got "pretty close" with no cats. Still failed and I didn't see the numbers, but they told me it was close. Ended up just getting a DP to swap out and see if it'll pass today. I don't really know how well it was tuned, but seems to be pretty decent.
