What a catalyctic converter does is burn the excess gas that wasn't burned up during the combustion cycle in the cylinder.
The O2 sensor reads the free oxygen in the exhaust. The first sensor is gonna change voltage reading all the time. If the cats are working correctly then the second 02 sensor should give a steady reading because the cat is doing its job by burning up the excess gasses.
Now if you remove cats then it is not gonna burn the extra fuel going through the exhaust. This will cause the second 02 sensor to read the same or similar to the first sensor and it sends a signal to the ECU and trigger a MIL.

You can get the MIL eliminator. If you zip tie the O2 sesor out side of the bung you will get a voltage reading of 0 and the ECU will think that there is something wrong with the O2 sensor and trigger a MIL.

I just installed my MIL eliminator and my ceL is gone now. It was actually going on and off periodically before I installed the eliminator. I installed it and the light stayed on for that day but never came back after. I assumed the ecu was probably learning it or something. I am not sure if mine was from pony xpress, but I am sure it works the same way. For 15 bucks, it is well worth it!
