Can a tuned ECU fool OBD-II smog test that cats are present when running catless?

you would have to find out the specific laws for NC. look on the DMV website or call. google it.

You want a 'Pony Express' CEL fix. Simply a resistor that sends the signal the OBDII wants to hear. I am catless and have not thrown a CEL since the 'test pipe' went on and the PEP was placed inline (between O2 sensor and the OEM ECM).

Here in Oregon they don't 'sniff' the exhaust ~ simply plug into the OBDII ports and look for a CEL history or 'check engine' light...

I can reflash an ECU to make it NOT throw a CEL for the cats. However, it's really really hard to fool it into giving you a readiness code for the catalyst. It IS possible. You have to change the voltage range in the ecu. Depending on the year, make and model, I may have everything right here in my house for that. Adding a spark plug non fouler to the 02 sensor and changing the voltage range works every time.

I'm in VA btw.
