I have an underdrive pulley on my 95 and yes it definatly helped. As for flywheels, you have to double check to see if it is compatable, because the offset of the flywheel on my car I found out was not compatible with the aftermarket subaru flywheels that exist, you would have to swap out the clutch plate and pressure plate as well in order to get it to work (but im not 100% certain on that)

Never heard of billet though.
