I don't think that's an M12. That looks to me like a heavily modified Lotus Esprit.

Probably a fiberglass kit with either a 5.0 or a GM 3.8 V6 under the hood. When i was in southern Ca awhile back, i saw alot of kits running around- wild look for under 20grand.
