If it is like the Greddy recirculating BOV, I think it adjusts the spring tension for the valve inside. The farther out the screw the softer the tension on the spring(you might get a weird fluttering sound if the tension is too soft), the shorter the screw the tension is greater(you should get a short and more precise sound). I think that is right so I hope it helps.

If your engine dies while shifting, then you are supposed to turn this screw in (if I remember correctly) 1/8 turns until the problem goes away. The SSQV is not a recirculating type BOV, and the stock BOV is. This means that the boost that is vented back into the air intake with the stock BOV is instead vented to the atmosphere with the SSQV. One some vehicles, this can cause the air/fuel mix to go rich upon shiftng and cause the engine to die. This screw is a way to adjust the SSQV in order to remedy this problem. The nut is just a locknut that gets tightened after the adjustments are made to keep the screw from vibrating its way out.

I had this BOV on my car for a total of 4 days before I reverted back to the stock BOV. The lag it caused while building boost and accepting the other problems associated with non-recirculating BOVs, just to have a different sound wasn't worth it .
