CA to repeal 30 yr old smog exemption!!! ACT NOW!
URGENT LEGISLATIVE ALERT (UPDATE)
California Emissions Exemption Repeal Bill To Be Considered by
Senate Transportation Committee
This may be our last chance! As you are aware, A.B. 2683, the California legislation that would repeal the state's current rolling emissions test exemption for vehicles 30 years old and older passed in the California Assembly and will now be considered in the Senate. The bill would repeal the current pro-hobbyist exemption and replace it with a law requiring the permanent testing of all 1976 and newer model vehicles. A hearing in the Senate will likely be scheduled for June 29th. We must double our efforts to contact the Senate Transportation Committee!

Our arguments are the same:
Existing law in California exempts all vehicles 30-years old and older from emissions testing.
California's current emissions testing exemption recognizes the minimal impact of vehicles 30-years old and older on vehicle emissions and air quality.
Vehicles 30-years old and older constitute a small portion of the overall vehicle population and are a poor source from which to look for emissions reduction.
Antique and classic vehicles are overwhelmingly well-maintained and infrequently driven (about one-third the miles each year as a new vehicle).
Legislators and regulators are feeling the heat from a failed effort to meet air quality goals and are looking for a convenient scapegoat. The old car hobby should not carry the burden of their mistakes!

Wow, how sad. And how are people going to get some of these old cars to pass? Are they going to have invent new catalytic converters for cars that never had them. That is the most rediculous thing I have heard and hope this weak idea doesn't amount to anything because the results of air quality won't amount to anything different.

Exactly, this is a stupid idea, there are not that many old cars on the road to make a dent in the polution or anything like that, but of course stupid old people will put the blame on us now, even though they were probably driving these cars back in the day.

factoid : something like 10% of the cars cause 90% of the pollution, & most of these are older cars.
fact : air in much of the state is still polluted. I choked on it last weekend, and it's not even prime smog season yet.
fact : due to increased total miles driven in the state every year, just to maintain smog levels requires each car to be cleaner.
WHAT Do you propose we do to clean up the AIR????
fact: there are millions of beater cars in California, & they pay very little for license®istration (subsidy)
fact: you can buy a 149 ft-lb PZEV Focus for $10000, but you still have to pay full registration & smog rules, effectively subsidizing old exempt gross polluters.
Ending the rolling 30 year exemption simply means that a 1976 car will continue to have to meet the same rules in 2006 that it had to meet in 2003. Otherwise it just becomes exempt from all rules, allowing a pollution lover to remove any stock smog control equipment, like the cat converters that started in the mid-70's.
Pre-1976 cars will be grandfathered in as permanently exempt.

A bit more on topic, I don't see any problem at all with repealing the smog exemption. California has a very serious air quality problem, and old cars burning gas with lead additive have to be a big part of this problem, along with diesel trucks and many other currently unregulated cars. A modern engine with functioning catalytic converter puts out 95 to 98 percent less pollution than older cars do -- there's just no excuse for having some cars allowed to foul the air, yet others who buy modern cars must comply to a stricter standard. Certainly, California has a heritage of classic cars, but they don't have to be used as daily drivers. Put them in the showroom, where they belong.
