What's the deal with those rubber things hanging from rear bumpers?

I see this from time to time, especially on riced-out vehicles. A one inch strip of rubber that drags(?) on the ground. What's it all about?

The strip helps reduce overall negative static friction resulting in more air flow. This increased air flow serves two purposes the first being your intake will be able to work better and the second being less resistance while driving at speeds above 45mph. Actually who knows what it does except add power up rice points to your ride.
