Race isn't always the factor with everyone.
Bottom line... Rosetti is a dick. You're the only person I've EVER heard of being let go and it had nothing to do with it.
I know MANY of white dudes that have been hassled by this dude. Hell my buddy got a ticket in his 63' bel air for being to low and he's as white as they come.
I'm the first to admit when race is an issue but in this case I really doubt it. He's just an all around dick that felt like cutting some one a break that probably treated him with respect during their encounter.

I'm white, and I grew up in Fremont and I can tell you that I know people of EVERY race, color, religion, body type and political influence, that have been royally screwed over by Rosetti. He has been harassing residents of Fremont ever since I was in 7th grade, I used to listen to my friend's older brother and his friends talk about how they got screwed over by that guy waaaaay back in the day.
Like OneManArmy said, you are the FIRST person I have EVER heard of that Rosetti "let go." I've even heard stories how he would pull someone over, and couldn't find anything to give them a ticket for, so he would just write anything down (read as "a loud boom, boom",) and leave it up to you to prove him wrong in the court just to waste people's time if he can't actually ticket them.

Pulls me over yesterday for "loud exhaust", pops the hood, see's I don't have a CARB sticker, I explain the situation with it, he says ok, then starts to shoot the **** with me. Talkin about all kinds of different stuff, hands me my license back and says "have a nice day Sir...." and leaves. No ticket, no nothing.... and I was in MY CAR....

I got my $169 speeding fine cut down to $101...all he asked was if i was a student, full time i said haha!
He was handing out savings left and right! The savings were CRAZY!!! azy azy (echoes)

Okay,
Here's Ugz guide to the best possible way to get out of a ticket.
1: When the officer pulls you over, find the first public parking lot, and park in a LEGAL PARKING SPOT. If you are pulled over at night, park in a public, WELL LIT area, to make the officer feel safe.
2: If at night, turn your interior light on, and then place your keys, DL, insurance info, PBA cards, and any other info on the roof and either place your hands on the steering wheel, OR place them on the dash. This also calms the officer and shows respect having all info for him to collect without making him wait for ya to look for it.
3: BE POLITE!!! EVEN IF HE'S A DICK. I think that's where I got ROSETTE to let me go...... every answer was "Yea, your right" and always with a smile. Boost they're already overgrown ego.
4: Try to interject simple small talk in between him asking you questions about your ride. Simple questions like "Busy Day?" or even asking questions as to what they would recomend you do to CHANGE your car to keep from getting pulled over. Most of the time, this will make the officer think your truelly sorry about the incident and want to do what it takes to fix the issue.
5: If the officer asks to pop your hood, pop it, but do not get out unless the officer asks you to. If they ask to fully open the hood and want to know why your in the car, tell them you wern't sure if they wanted you out of the car or not.
6: LOOK, SOUND, ACT COMPLETELY INNOCENT!!!! Unless the officer has pulled you over before. This creates a certian ammout of sympathy for ya and will help in the officer givin ya a warning.
Obviously, Rosette has pulled me over before, but never poped my hood. Always was the usual "Where ya goin tonight?" "Doin any racing?"
But this shows ya, Even the DICK cops, will let ya off, once and a while.
