these days you want:
32-bit vista (usually 1-3gb of ram)
dual core processor (any... if it's dual core, that's what you want. Better performance without a big hit to battery)
but lets work something out first: what is your budget?

If you get any prebuild new, it's going to come with Vista, unless it's something like the Asus Atom or similar.
Thus, with Vista being a huge resource devourer, you'll need MINIMUM 2GB of RAM just for just Vista and basic background programs to run smoothly. My roommate's laptop uses ~ 800 megs of RAM at idle, with basic program such as anti-virus, any spyware, and the like.
For laptops, I personally prefer lenovo (IBM renamed) laptops over any other brand, however, iirc, Fujitsu makes pretty good laptops. I tend to stay away from the more "popular" brands, such as Dell, Compaq, HP, Gateway, etc. Dells are trash unless you're willing to pay a premium, HP (compaq and gateway are made by HP) have caused many headaches for another of my roommates as it had overheating problems, a fried battery in under a year, and the power cord randomly dying on him.
Occasionally, lenovo will have some major sales, where the laptops are over 50% off MSRP, so don't even get suckered into paying full price for them.
If you go with an older (or custom built) laptop, I'd recommend XP over Vista. XP only needs ~ 1GB of RAM for smooth operation and 2 for optimal unless you're going hardcore gaming or processing. My current lappy has only 512 MB, and while I should upgrade it to atleast 1GB, it's not in such dire need of the extra RAM. Approximate RAM usage at idle is 300 MB.
But, like Joltdudeuc said, it all depends what price range you're looking for, laptop size, etc.

What size do you want? What are the lappy's main function?
If you need it for basic computing, such as word crunching, internet surfing, etc. The best deal I can find right now is the Lenovo S10, for around $350 + tax and free shipping.
type these in, don't copy/paste since it won't work.
go to lenovo.com/cpp
and the passcode is familyandfriends
Browse around, there's some decent deals, although, it's better when you get access to that and there's stuff like 20% off coupons.
