Trouble shooting

Help me trouble shoot this, if you would be so kind. In the Civic I'm looking at buying, the instrument panel lights and the tail lights keep shorting out. When the fuse is replaced, it'll work fine for a bit then blow again. In talking to the guy, it sounds like he got a shoddy alarm install and some wires are getting crossed anywhere. Do any of you super mechanical type guys have any other ideas to toss out there?

Sounds like a short circuit

Any idea where the short circuit could be lurking? I really don't know, since it's happening in both the instrument panel and the tail lights, but not the rest of the car. Could those two wires be crossed somewhere?

the instrument panel and the tail lights are on the same circuit on older hondas. since they both turn on from the same switch
