If your NYS license, NYS registration is still valid and the car is still registered in NYS then you can probably get it all dismissed. Say you're just visiting and leaving for a total trip time of less than 10 days.

If your are legitimately going to fix it all you should be able to go up to any cop and they will sign it off. Unless you find a very smart cop you can get away with just swapping out the axle back.
You made no mention of your intentions of actually fixing anything in your original post, hence the IBTL. There are a lot of people who get fix it tickets signed off without actually fixing anything.
As far as fines, when I got my tint ticket back in February it was $184 uncorrected and $25 corrected. I got the ticket signed off and paid the $25. I am one of the people I mentioned above.

I'll see how it pans out, I'm just stressing right now. It's just irritating getting ticket for something so silly. Just mozying along minding my own business, driving slow, quiet and safe... And getting nailed for nothing. I wouldn't be as upset if it were a speeding ticket or something you know? Whatever I might just but the stuff back to stock and see if I still feel like driving it. I'd miss my tint :/

If he's running 3" switching just Axel back won't work with stock Axel back as they are not 3" so he would have to swap mid pipe too.
if it just says exhaust up didn't get refed. If it says emissions then you got refed, correct me if I'm wrong someone. If you just got the exhaust infraction you can probably just switch out the axel back with a stock one and you should keep it that way to avoid more headaches.

Otherwise, you're kinda SOL, no cop is going to believe you're here and you sent your car back to NYS if you show up to a station on foot and use that story.
