I forget the exact rules, but if a vehicle is over 30 yrs old (plus some other criteria) its not hard to get titled in the US, and even in California. A friend of mine brought over a RHD diesel BJ-50 land cruiser from Australia and reg'd it in CA.

Car Info: '04 FXT 5mt,'04 VW R32, '71 Nissan Skyline, '88 M3
CARB (California specific): 1975 and older is exempt from CA smog(used to be a rolling 30 year or older exemption, but not anymore)
EPA: 21 years or older is exempt from federal emissions standards
NHTSA/DOT: 25 years or older is exempt from Federal safety standards and other vehicle regulations(FMVSS)
