The new SMOG system uses a 2 wheel dyno system. For that we are at this point exempt. However, the sniffer is still used.

Ya, just a sniffer, and a OBD-II plug in if you have OBD-II.

Isn't California going to get the new 4-wheel dyno's for smog soon?

Soon, but they aren't expecting every smog station to have one for two years or something like that. So, until every smog certifier has a AWD dyno, AWD cars follow existing laws.

So cal has had smog 2 for a while and they still only have AWD exempt. So I don't think all shops will be getting AWD dynos for a while

This is what they were going to implement, when California went to Smog 2. They were going to use the 2WD Dyno smog test, and implement 6 years before the first smog check. I guess that never happened, huh?
