Actually the FIA has insisted that organizers be much more diligent about having spectators marshaled and out of harms way, stages now get canceled where they would have run regardless back in the day
I can personally attest to this as well. At least one stage was cancelled in Germany when I was there in '05 and they were VERY close to closing a stage I was at in Finland in '09 but the marshalls got it under control and the stage was run. I think they did end up cancelling the final stage on Day 3 in Finland, but I was luckily at the second to last stage.
There's certainly people still hanging out in the wrong places (the outside of turns/hairpins), but you don't see the throngs of people standing in idiotic places as they did in the past.
