The city or specifically the state as this was an onramp won't pay for gravel unless it's a significant amount and was reported before. We have this same issue when motorcycling on our favorite roads that are graveled. The state will just say he was going too fast for conditions.
Seems to me that the OP may have taken the onramp a little too quick and was taking the wide line where all the gravel sits, with the beauty of understeer and a heavy foot one can end up in the guardrail. I've had this happen before taking the outside lane onto the freeway which can lead to some fun (minus the guardrail).
Anyway, as long as the OP is fine that's all that matters. Metal and plastic can be repaired/replaced, people.... not so much.

OP, what's the full story?
Not to be an ***, but if you were indeed going way too fast for the conditions and did not have time to react to a road hazard, than you will not get much sympathy from me...On ramps are not perfectly kept race track turns. Fix your car, learn your lesson, and good luck.

- I was on a double lane on ramp to a freeway. Vehicles in front me in the inside lane as well as out side. I safely changed to the outside lane, vehicle lost traction due to the odd amount of gravel and slipped to the guard rail.
- I don't don't drive crazy with my ride. I baby it. Plus, I'm a cop. I ALWAYS drive safely....
- I also didn't ask for your sympathy So you can keep it.
- I will fix my car! The only LESSON I have is to watch for gravel and remain cognizant of the road...
- OH, thanks for the luck At least your not completely an a** and I'm glad you know that on ramps are not perfectly kept race track turns...such a smart guy!
OTHER THAN THAT- I greatly appreciate everyone else for your support!

Knowing Marc personally, I can say that he does not drive in an aggressive manner. Being a bit older than the rest of the crew he always reminds us of how driving in a non-safe manner is not worth it.
That being said, look at the bright side Marc... nows yer chance to change things up a bit to yer ride!!!
