Another good (naval) base is Mare Island in Vallejo. It's being heavily re-developed (residential, businesses, etc.), but a lot of the naval buildings are intact. It used to be closed off (i.e. guard gates), but the base has been open for the past ~1.5 years.

+100000 for Mare Island Nav shipyard. I work on the island and it's pretty nice there. My company are the engineers for the redevelopment. Let me know if you are going to drop by, maybe we can shoot together. If my wagon is worthy.....
