S.F. OKs toughest recycling law in U.S
The Board of Supervisors voted 9-2 Tuesday to approve Mayor Gavin Newsom's proposal for the most comprehensive mandatory composting and recycling law in the country. It's an aggressive push to cut greenhouse gas emissions and have the city sending nothing to landfills or incinerators by 2020.
Failing to properly sort your refuse could result in a fine after several warnings, but Newsom and other officials say fines will only be levied in the most egregious cases.
Fines for almost all residential customers and many small businesses - anyone who generates less than a cubic yard of refuse a week - are initially capped at $100. Businesses that don't have proper bins face escalating fines up to $500.

maybe they can have a better list of what can and cant be recycled and how to sort it. every time the garbage truck came by my old apartment there would always be a pile of "unrecylable" items, which all fall under the list on the bins.

Meh, I don't think it's a bit much, a fine after tons of warnings?
My favorite is when they take light bulbs out and put them on the ground. Yeah, the bulb going to the land fill is soooooo much worse than being on the ground on the side of the road

Don't forget the composting bin for organics.
It's a bit messier, they want a can for bottles another for paper/cardboard, another for cans, another for glass, another for plastics, another for Styrofoam, and don't forget the can for composting, so that edibles such as apple cores, old chicken and bones go into a separate container...I looked at my dinner table last night...plates are messy with napkins and stuff...I guess have to have multiple garbage cans inside the house too...and what do you do with a beer that is 1/2 consumed, the beer has to go into the composting and the bottle/can into the bottle or can bin....
The composting bin is just going to be messy, and no plastic bags, so you'll have to clean it regularly or it will produce odors and draw flies, and of course one inside and one outside for pickup, kinda nasty.

I compost at my house, its really not that bad, but I don't send it out I actually have a compost pile and I just cover it with dirt so it doesn't get very stinky and there's worms which help it along.
Sending out a compost bin on a regular basis would suck though... no dirt to get rid of the smell

So in order to roll this out, they need to post up posters or send out information on exactly what goes in each bin. Recycling isn't difficult, just gotta make people aware. When there are 2 garbage cans outside, just throw the right stuff in the right one. This is very simple, should be mandated for all of america. We'd save a lot of $$ just recycling.
