I don't have a problem with the principle of smogging vehicles, what I have a problem with is the visual check. If my car runs clean enough to pass the sniff portion of the test, that should be all that counts. Who cares if a car has an aftermarket intake that doesnt say carb on it! Keep the hood shut, test the tailpipe and either pass me or fail me according to what my exhaust levels are.
I don't understand why it wasn't done this way from the get-go. Isn't the entire reason to have these laws to regulate the amount of pollutants coming out of the tailpipe? In its current incarnation, it's stifling the California auto industry in a massive way.

I live in nearby napa and I've been pulled over by Napa cops/chp and Fairfield proper by the CHP and local police. I had a fully built hybrid motor with no cats, aftermarket everything under my hood, racing harnesses with no stock belts in the car and they never blinked an eye at me. I don't know if I was special or what. I was polite and they tended to look me over, give me a ticket if I deserved one and send me on my way if not.
A couple of my friends with less blatant modding but had a bit more of what I would call a "Ricer attitude" got state reffed. So take it as you will.

Don't worry about it, as long as you're running a reasonable axleback the aren't going to hassle you about it unless you're doing stupid ****.

A lot of it depends on where you get pulled over and what kind of idiots do or do not frequent that area.

What's even funnier is how completely stupid the smog system is. For example, you don't have to smog your NEW car for 5 years so we have loads of NEW cars rolling around with superchargers, turbo kits etc making loads of power and surely not running clean (in every case). No smog for them.
Then you take my '93 Justy which has to have the timing retarded to the point where the car will barely pull itself up a hill and gets around 20mpg (in a 1.2L 3 cyl) in order to pass. Once it passes, advance the timing again to get much more power and around 35mpg.
Where does any of this make sense?
Then you factor in things like a AC-130 which uses more fuel than this 1993 Justy has in it's 18 years of operation in ONE FUEL UP*. Two of these planes completed a 36 hour non-stop flight in 1997 that set records. The planes were refueled 7 times. Assuming these planes were normally fitted with internal wing tanks and the dual ~1300 gallon pod tanks, that should be around 66,000 gallons of fuel. That's TWO airplanes, for 36 hours. These two planes used more fuel than 13 Justy's would need to operate for 18 years. Yet the cars are the problem.... Hmmm.
It makes it really hard to take the smog laws seriously because it's painfully obvious that reducing or controlling emissions is clearly NOT the prime objective here.
*125,000 miles @ 25mpg (probably closer to 30 for this car, but hey..) equals 5,000 gallons of fuel for the operating lifetime of this car. An average AC-130 can have a total usable fuel capacity of ~9500 gallons.

how bad is it out there in fairfield? i have a out of state plates...will be transfering to travis AFB... i have a APS 3.5 inch catback and it gets pretty loud, similar to the hks hi-power

But, Fairfield is/was a hot zone for being ref'd, don't know what its like these days. That whole 80 corridor (Vacaville to SF) is a crap shoot.

yea in most case but there is some aholes, i know allot of ex military guys that r chp out in in cencal that r pretty kool but i have ran across a few that hate military guys....lol i had a CHp tell me once that if he hears my car again he will tow it and since i have out of state plates he went on to say that i need to find a base in washington to go **** off on "i have washington plates" he pulled me over for a modified exhaust..i wasnt even speeding..lol

damn...i think i am going to miss the central valley...it gets pretty hot but everything is cheap and it is mad chill..

I got ref'd on 80 in Oakland. I was pulled over for 'window tint' when I had my front windows rolled down.
