yah it sounds kinda odd if it's optional, that they would set these things up in the first place. I mean, why would anyone want to take time out of their lives to participate in this "optional" smog test?
If u do refuse, like the other guy said, if u look modded, they'll probably just make u pop your hood and/or give u tickets and send u to the ref anyways.

Its optional due to CA state law. If you are flagged over, politely do so. Next wait tell approached and asked if you will participate. Your answer should be...
"With all respect officer, I do not at this time wish to participate, nor do I consent to a search of my person or vehicle."
BE POLITE AT ALL TIMES, but do not talk, do not answer questions, and no not consent to anything. If you are arrested keep your mouth shut, if they ask again to search be polite but firm that you do not consent.

She knew zip about cars, but carb is so corrupt even she knew all about it and worked against them politically on a small level.

I'm all for fixing CARB. Most of the policies make absolutely no sense. Like the 5 year smog rule for new cars that someone mentioned versus the smog laws for an old Justy...or the aircraft pollution comparison, etc.
However, when you get deep into the KillCARB site there are links that barely hold credibility at all. I'll get rid of CARB because of its BS laws and corruption, but not because some con-artist journalist calls himself a scientist or expert and says his friend invented green peace in 88 (16 or 17 years after it was actually founded) LOL.
Seems like half the site is just a republican propaganda fueled "climate change is a conspiracy" site. Whether it is or not, use credible sources dangit.
Always saddens me when good intentioned movements are hindered by those who have to bring other political issues into the mix and use any outlet they can find as a personal soap box. Ruins it for the rest of us (Unrelated bad info can easily be attacked by CARB and then re-associated with the site - reducing the effectiveness of the site itself).

I don't have a problem with the principle of smogging vehicles, what I have a problem with is the visual check. If my car runs clean enough to pass the sniff portion of the test, that should be all that counts. Who cares if a car has an aftermarket intake that doesnt say carb on it! Keep the hood shut, test the tailpipe and either pass me or fail me according to what my exhaust levels are.

Then you factor in things like a AC-130 which uses more fuel than this 1993 Justy has in it's 18 years of operation in ONE FUEL UP*. Two of these planes completed a 36 hour non-stop flight in 1997 that set records. The planes were refueled 7 times. Assuming these planes were normally fitted with internal wing tanks and the dual ~1300 gallon pod tanks, that should be around 66,000 gallons of fuel. That's TWO airplanes, for 36 hours. These two planes used more fuel than 13 Justy's would need to operate for 18 years. Yet the cars are the problem.... Hmmm.
