You mean aid and abet? Simply put, it means to help, assist, take part in, etc. Anything is really up to the discretion of the cop anymore, so he could write you up for cvc 23109(c) "aiding and abetting: exhibition of speed" if you are standing in the same parking lot if he even has the slightest premonition that you had anything to do with it.
But then you could always bring up the old, "What is a motor vehicle?" argument. I don't travel in a motor vehicle, do you? That's a whole 'nother topic.

exhibition of speed
I got a exhibition of speed ticket a while back when I barely peeled out in a parking lot. The cops didnt see it, but heard it and ticketed me when I turned the corner.
It was when I was in college in SD. Apparently its a misdemeanor and I had to go to Superior Court to fight it. I dont quite recall what happened, but I do remember the cop BSing about me doing 40 in a crowded parking lot (that would have been impossible, and all this other junk).
Not sure if they revised the law, but I didnt get my misdemeanor, maybe it was some other offense, cuz I ended up with 1 point on the record and a 200 fine.
I think the technicality was that I wasn't "racing" or engaging in any sort of timed or contest with another car. Therefore it wasnt exhibition of speed. Frankly I was just pissed the starbucks closed so I was peeling out.
But it seems this is a very loose law that cops will give out to anyone now. But just my 2 cents. Might want to check which court you have to go to, and hope theres a good defense attorney there to back you up.

I checked out the ticket, it doesn't explicitly say misdemeanor or infraction. However, the checkbox for "booking required" is checked, and it states I have to report to the PD for fingerprinting. I looked up the code, the fine is supposed to range between 350$ and 1000$. Time to pay up and get on with life. Drifting is clearly a more expensive sport than speeding hahaha.
And I still have to get my licence back.
