A turbo's output is a multiple of the input.

Our turbos do about 1x atm (atmospheric pressure in psi). So at 14.7 psi we get about 14.7 psi boost for a total of 29.4 psi at the cylinder.

when atm isn't 14.7 (such as in Tahoe) we still only get 1x boost. So suppose tahoe is 12 psi, then we get 12 psi boost for 24 psi at the cylinder. This is about a 20% decrease in pressure which is a noticible difference.
