I've dealt with two powder coating places in the BA; West Coast Powder Coating (South SF), and recently E-Tech over in Walnut Creek. WCPC did my V7 STi wheels, while E-Tech did the rear Brembo.
Personally, I really like the attention to details and overall quality from E-Tech. That's not to say WCPC is bad, since he only charged $100 per wheel and downtime was reasonable - 2 weeks.
I'll be heading back there soon and have E-Tech powder coat and match the BBS (crystal gray metallic).

Does anyone know if Hyper Black is a color that can be powder coated? I don't see it listed in the available colors option listed above in E-Tech's website. I'd actually really like to get the RS 6 spoke wheels Powder Coated Hyper Black.

I went through this in the spring to get some quotes around the peninsula/south bay...i'll pass along my info that i got from calling for quotes
West Coast Powder Coating ~100-125/wheel for aluminums
Accurate Powder Coating ~85/wheel for aluminums
Wheel Techniques ~125/wheel for aluminums
Scientific Metal Finishing ~70/wheel for aluminums, price for all 4 only
The key is to make sure that if you have aluminum wheels that they chemically remove old powder coating or paint since sandblasting is very risky and can pit the wheels
Edit:
..i ended up going with the low price Sci Metal Finishing and they turned out well. My wheels were in good shape but the powder coating needed to be re-done since they were messed up when being shipped to me
