As for the topic, let me explain:

Street racing, as far as I know, is the illegal closing off of certain industrial streets and having 'racers' go at it for a quarter mile.

When I put up the second yes vote, I meant as in a privatized industrial road where the owner of that road could hold such events.

I understand that there are raceways near by, but they are still hours away. I'd be nice if there were certain roads zoned off just for this type of gathering (e.g. parks are for playing in, there should be a car park somewhere ).

Essentially, race tracks are "car parks". While I wish road racing were less expensive (at tracks such as Thunder Hill), the problem is that there is a lot of liability held by the person hosting the event, which means that person has to carry a large liability policy in case someone tries to sue them. A car park would be subject to the same rules/regs, with the owner running the risk of being sued at any time, which means he has to carry an expensive liability policy, which means the costs will rise to play in the "park".
