I think it might be illegal to use a scanner in a moving vehicle in CA, if not that- it is for sure considered an "aggravating circumstance" if a scanner is deployed in the comission of a crime, so using it F&F style is a big no-no in the eyes of the po-po.
I've got one and occasionally listen in on police and fire dispatch, it can get kind of exciting when there is a high speed chase going on, but most of the time it is pretty dull.

The only times I could see it being useful is when you pass a cop on the other side of the road and he radios to a friend ahead to look out for you. Maybe when a cop was behind you for awhile, you could hear if he was running your plates or checking for a stolen car.
Now if all the CHP had gps tracking units and you could pick up that signal and display the locations on your nav unit, that would be very useful.
