People who dont know where they are going, but instead of PULLING OVER to look at the damn directions, they just STOP in the middle of the road blockin all the traffic behind them, while looking for an address/street. 
People that dont know how to merge into traffic, and STOP on the ONRAMP and wait for an opening in traffic instead of stepping on the gas to get up to speed THEN merge. GRRRRRRRR
People that drive in the fast lane (Lane #1) or lane #2, but are only going 55 mph, and they NEVER look in their rearview mirrors to see the 87 cars behind them stacked up/slamming on their brakes. OR those that are in the slow lane and when you are coming up behind them to pass, they bust a move over into YOUR LANE infront of you at the last minute but they dont speed up.....forcing you to slam on your brakes....
People that dont know how to park Straight AND CENTERED in their parking spots (especially when there are LIMITED parking spaces), those that are not handicapped and still park in handicapped parking, or those that will park next to me when I have gone out of my way to park as far away from everyone as possible, (I park on the END spot so I can hug the line on the one side so I have as much room as possible between cars on the other side.) But they STILL park over the line into YOUR parking spot, then proceed to door ding you......grrrrrrrrrrrr
(I have actually kicked someones driver door in because they did that isht, and swung their door open and hit my car WHILE I WAS SITTING IN IT! So I yelled at the jerk, he ignored me and walked away....so I proceeded to put a very forceful size 13 into the driver door of the dudes car.....BTW...it was a POS early 90's ford escort) 
People that dont pay attention to the road/stoplights, due to cell phone usage. So when the light turns green they are too busy talking and sit at the green light until it turns yellow then realize they need to go...so only one car (them) gets through the light.
People that run red lights, when the light is fire engine red....not yellow, not orange, but blatantly RED.....(every morning on my way to work at Montegue/Trimble intersection a MINIMUM of 5 cars run the light AFTER the light is already red and the other light has turned green, This morning was 4 cars and a 2-trailered Semi truck that ran the light, so traffic has to wait for them to get through the intersection.) grrrrrrrrrrrrrrrrr

Those are the biggies....I am sure there are others but I cant think of them right now....plus I gotta get back to work.

People that go to DMV to get a drivers license but they cant speak or read english, so they get a family member/friend to HELP THEM FILL OUT THE DL REQUEST FORM AND/OR TAKE THE DRIVERS WRITTEN TEST AND/OR take the actual behind-the-wheel test. GRRRRRRRR (I have actually seen these scenarios at the DMV in Santa Clara)

(This JUST happened to me TWICE on my lunch break today, I am soooo glad I was driving my truck, I came within about 3" of ripping this ****'s side mirror off, and proceeding to run his car over, then jump out and beat his ***) When there is hella traffic, and 2 lanes are merging (Getting onto, or off of the freeway) and everyone is patiently waiting their turn, but you get the one @$$H0|e that tries to drive up the shoulder on the right hand side of the road just to get ahead of everyone else, then merge back into the lane......WAIT YOUR F*CKING TURN DAMMIT LIKE EVERYONE ELSE!!!!!!!!!!! GRRRRRRRRRRRRRRRRRRr

not all asians are bad drivers 
it's just all the asian females, especially the older ones . They just drive as if they own the roads, expecting people to move out of their way for them .
To sum up everything that I hate, it's anything an idiot would do. And, not even on the road, in the parking lot, the people who love to just open their door as wide as possible because they're too dam lazy to notice there's another car right next to them, and ding it

my biggest pet peeve and the thing that pisses me off the most is the ers that drive in the passing lane and wont get over... even after brief flashes from my headlights... those people are the ones that i wouldnt mind shooting..

Not just Asian women ( I like them!)
In this country it is very easy to get a liscence.
Many of the older people of foreign countries probably could not have gotten a liscence in their countries of origin due to the difficulty , financial investment and time involved.Many of the people from this country learned how to drive here , no duh , and that is the problem.
I was one of those people until I moved back to the old country and in order to get my liscence in Italy it took 2years of private drivers school , instructional drives and a very extensive road test.
The classroom education began with internal combustion engines , braking systems and so on. This was mandatory , no if's and's or but's and no tests offered in english or any other language. The emphasis on driving , such as never taking your eyes off the road and using your mirrors , never taking your hand off the wheel other than to shift , never crossing hands while turning and on and on realy gave me much more confidence and made me realize how inadequate drivers ed and and a quick trip to the dmv are here ( wanna take the driving test in an automatic across the pond? You better be a double leg amputee other wise pound salt!)
That said , the American trait which scares me the most has been touched on repreatedly in other replies and that is....
Forcing one to pass on the right by not respecting the left or "fast" lane.
This is the European cardinal sin that is one of the few things which will actualy cause the police to pull you over on the freeways there. Many here see this idiocy of slow movers in the fast lane as just annoyance and do not realize the deadly implications of such behavior.
But they'll nail you for this...
When my wife came to America and took her driving test , they failed her for not looking over her shoulder while changing lanes.What a stupid , stupid thing that was . Look over your shoulder to peek into that blind spot , get your eyes back on the road and just forget about that distance you just drove without looking!

I have to add what ticks me off is how my mother parks and drives (yes she's asian and she can't drive).
Damn I can't believe her driving tactics, if you see a green Dodge van, keep clear. I'd even stay away from her.

I can't stand being behind minivans! It drives me crazy because for 1 I can't see around them and even worse they always drive so friggin slow especially in the fast lane. I also don't like when other cars drive next to me on the freeway. Oh yeah and I hate godam semi trucks because one flinged a rock on my windshield the other day and put a scratch in it directly in my line of sight.

When people are going 50 in the fast lane, Blocking down the entire freeway and wont move over not matter how close you get to their cars, or trys to get their attension by high beaming them.
I just grab change(pennies, nickels) from my car and hope I hit them

I would say the absolute worst thing is:
When driving on the freeway, and when someone doesnt move over to let you by (as in you are driving fastar), then proceedes to speed up as you attempt to pass. This is particularly dangerous when the gap you were attempting to merge into barely was large enough to begin with. Now you have to stomp on the brakes to avoid a rearending.
That's what gets me the most.

There was a truck two spaces in front of me that dropped a crushed 2 liter soda bottle on the highway, I was wondering why the car in front was swerving and yeah, I rolled over it and it hit the underside of my car, oh well. Seconds later, a white bag falls off and I see this, and I think to myself, "Not this time a-holes." At the same time, I see the bag hit the floor and what comes out? Crushed soda cans. Thank goodness I swerved or I'd have scratches up the **** on the car.
Yeah I think it's safe to say that this is a pet peeve, people who have crap falling out/off their vehicle, where is be bags, or even cigarettes. to that truck, scared the crap out of me, good thing it stayed in my car
