it's works well once everything is CLEAN! then this will help keep it that way. just have to push the responsibilty from time to time.

I agree with splitting a cleaning person. I have a friend who rents out rooms in his house and this has worked out well for everyone. Takes the stress out of the relationship with the roommates.
Alternately what I did when I had a roommate was to swap weeks with him for bathroom duty. The bathroom got cleaned once a week whether it needed it or not. One week was my week the next was his. Create a 30 minute or one hour timeslot. Yes, schedule it. If you do not schedule it, it will get put off and put off. I can see where it could be advantageous to discuss potential qualifications for additional charges for not cleaning. i.e. skip a week = $20 All of this would of course have to be laid out and agreed upon in advance, of course, and getting everyone to agree may be difficult.
Alternately, get better, cleaner, more mature roommates. Although that takes a conscious realization that you have matured to a level that you may not be mentally prepared for
