The light could either be a flashing yellow or red; which means either 4way yield or 4way stop. Can't tell in B&W.
From the vid it looks like the teen's car had either yielded or stopped (can't see if the flashing light is yellow or red). Either way, the teen made the fatal mistake of only checking for the distance a car going speed limit would need. Also, since the cop was oncoming, it was probably hard to discern that he was going 3x speed limit, not speed limit.
So if the cop was going limit, at the point the teen checked the oncoming lights, then the teen would have had plenty of time to going through the intersection.
Cop's fault.
Although the teen could have protected themselves from the cop's stupidity if they used even more than normal cautiousness.

Both parties were at fault.
-The cops for speeding through intersections without their lights flashing
-The teen for not looking at oncoming traffic.
It's not hard to tell how fast a car is coming at you. You guys can say that he was in the right all you want, but if you see a speeding car heading towards the spot where you plan to be, HURR DURR you don't go until that car passes. Logic.

That's straight up vehicular Homicide. No reason for the cop to be driving that fast on local roads period, no matter what unless it was an emergency with his lights/sirens on.
