P.S. I haven't seen any anime in a decade, but I loved Fist of the Northstar, Riding Beam, Akira, and Macross. Captain Harlock and Space Cruiser Yamato owned me too back in the day (used to go to Japan every summer when I was a kid to visit my relatives - watched SOOO much TV)! ;p

Yes, it is the same chick. It's an offshoot of Gunsmith Cats, just like Dirty Pair was an offshoot from Crusher Joe. The whole Dirty Pair anime was spawned from a scene in Crusher Joe, where they were talking in a theater and the "movie" was some random scene featuring the Dirty Pair. There was so much fan interest in that background scene, that it spawned the DP series.

The anime and manga for Riding Bean were from Kenichi Sonoda, most famous for Gunsmith Cats, Bubblegum Crisis, and Gall Force. It was a one shot OAV in anime and had only a brief run in manga. The lead character Bean Bandit cameoed a few times in the Gunsmith Cats manga, but the film itself will have no sequel, because Kenichi Sonoda had a falling out with the original company that produced the first OAV of what was supposed to be a Riding Bean series. He left the company, but they still owned all the rights to Riding Bean, so he could not take his work to a new studio to continue the series, so all that was made was a single video. Sonoda was, however, able to redesign the characters of Bean and Rally and place them in the new manga setting of Gunsmith Cats. Rally had darker skin and black hair while Bean's hair calmed down somewhat. Still, they remained the same people in essence.
I've met Kenichi Sonada... he was a GOH at Anime Centra one year, and saw me slinging a yoyo around. I heard a "SUGOI!" while I was doing a particulary difficult trick (atom bomb strung together with a split the atom) at the merchandising table in the dealer's room, turned around, and saw Sonada-san there. Naturally, I gave him free convention and "Got Soap?" t-shirts (go to http://www.acen.org/merchandise.html if you have no clue what the "Got Soap?" shirts are ).
.... damn... I am SO gonna burn in Otaku hell.
