You gotta catch'em in the act. Peeing is a non-stop act for a cat, usually. Once it starts, it doesn't stop. You can do this when pooping, but more often this will scare them off rather then give them the time to realize the benefit... so when they're whizzing you lift a paw or two out of the litter.
Most often cats will do the 2-in-2-out deal. This is tricky because to grab hind legs you might get **** on your hand... big deal. But eventually they realize its better. I noticed particularly with pooping that they are VERY uncomfortable doing this when standing up. So I put my roasting pan way deep into the bowl so they'd be streched. Then as they do their business and I move a paw or two they realize that the crouch is more convenient.

Its more detailed... and more aggrivating than that, but its the general idea. It also help to have a cat that isn't too scared of water. Ricky will drop these human sized depth-chargers into the toilet, the water will sometimes splash up and hit his *** and he always turns around in complete surprise, like, "Who did that?!?!" Be he keeps pumpin'em out
