IHI VF Turbo Rebuild

Couldn't find much info here or anywhere else. Everyone is clashing with it being able to be rebuilt and some say no.
If you are able to modify a VF40 to a Evo IX center cartridge I have to assume that there must be a kit out there that has all the required seals to do so.
Checking eBay I find some rebuild kits but not sure if it can be used for the I think P20 housing this turbo has.
Now given that the VF23 is old there may be no more support who knows.
Seems as the center cartridge seal is going. Slight burnt residue on the hot side but it's obviously dry by the time it comes out. Oil consumption wasn't as bad as I thought it was in the beginning.
Hell Kenley and I discussed this and this turbo may have well over 150k of decent driving on it. It needs servicing.
1)Find a rebuilt "kit" and DIY
2)If anyone knows of a shop that will do it there if they are not willing to part with the kit
3)Find another VF23
4)If possible to use a VF30/34 with the same tune go that route
5)Find an aftermarket supported turbo or VF48 and go get retuned
Probably cheapest to most expensive and extensive at the bottom.
Anyone have a clue?

Can someone help me confirm this is the type of ihi the 23 is? If it is then I guess I'll be able to use the same rebuild kits?

Small amount of shaft play is normal. Offer him less? Then buy the stuff to rebuild yours.

They don't come up too often.
But if it's just seals I'm sure you can find them somewhere.
