Considering that the bugeye's brakes kinda suck from the factory... I'd at least spring for good pads.
You'd be surprised how much this little bugger improves brake feel

Yes, definitely get good pads. I am running Stoptech SPs and I highly recommend them. Brembo OE "blank" aka solid rotors, good for DD non track car. I have run Hawk HPS before and I am not a big fan of them. Second favorite thing I did was the Goodridge SS lines.

If you haven't done it on the car yet, do the H6 upgrade for the rear. It is a significant upgrade that you will notice right away.
Cheap h6 caliper brackets? - NASIOC
Rotor recommendations for 02 WRX - NASIOC
If you check in those 2 threads I give the part numbers that you would need if you are considering getting the parts.

You can get 2 Cryo-Treated Centric fronts & 2 Non-Cryo-treated rears (I personally don't think you need cryo-treated rears as the front does the majority of your braking anyways). The Centric setup with Cryo-treated fronts is actually cheaper than running just the Brembo blanks all around. This is what I'm running currently and have been very pleased with this setup (I have had 0 squeaking with this setup where I would have some squeaking with the brakes with the Brembo blanks. Not often, but just enough to be annoying).

The Second favorite thing I did was the Goodridge SS lines are worth it? Is FASTWRX overpriced? do they sell good products? I ask becuase I never bought from them.
I just payed of the suby, so now I have some money to start upgrading some parts.

I ran the Brembo blanks before. I'm running the Centric Rotors now.

I've bought all kinds of parts from them. Kind of depends on the parts though. Some of the things they have are good prices, others not really, like a lot of the OE parts you can get cheaper directly from Subaru. I asked here about the SS lines they offered and nobody replied, so I picked up a set of the Goodridge new off a member here.
