There are some points we should note, this is jmho:
In the US, dogs are not just animals, they are companions to human. But in China, to most people, dogs are just animals. So by them killing dogs with bats (i don't know how true that is) is like us killing flies with a fly swatter. Different cultures, different values.
Also, killing so many dogs because 3 people died due to rabbies doesn't make much sense...unless 1 of those people who died is your love one right?
Dog owners in China are not as responsible as dog owners here. They may not take their dogs for annual shots.
Actually, I was shocked that the Chinese govt actually did something just becasuse only 3 people died.
