I wouldn't say that guy you described qualifies as a 'ricer'
Maybe even a majority of people on i-club back in the day, and probably today:
1. Either parents bought them the car, or they bought with "their own money" which they didn't actually earn through a job
2. Only have marginal performance modifications such as an exhaust. Or slammed on stock wheels. etc. etc.
Now I dunno if #1 can be said "the majority" right now but #2, definitely
Although I agree WRX is definitely the next ricer car since high mileage models are <10k now.

its too bad there isnt a set definition of "rice" or "ricer"
my brother thinks a stock wrx is rice because they have wings stock...but i know that almost no one would think the stock wing on a wrx would make it a rice rocket...
i think mustangs are getting to a point where almost every single one i see has loud *** flows but nothing else done to it, most riding stock wheels/tires, but its a ford so it cant be a ricer car...haha
its all in the eye of the beholder..
