"Chin chin" is kiddie slang for a dick, "-chan" is a cutesy suffix for someone's name, and "Chon" is racist slang for a Korean.
Keep in mind that the "n" at the end of a word in Japanese is often slightly nasalized (like in French), so it getsa bit of an "ng" sound.
Hence, "chin chin chan wa chon da" roughly means "Dicky-wicky is a gook."
