you can get a nice view of the ocean off of the GREAT HWY near the cliff house restaurant. theres a little parking lot by there. shouldn't be crounded around sunrise.
heres directions fron the cliff house restaurant website.
FROM THE EAST BAY.
Highway 80 across the Bay Bridge, take the Civic Center / Ninth street exit. Turn right onto Ninth street, stay in the right lane and turn right onto Larkin street. Turn left on Geary and take Geary to the end.
FROM THE SOUTH BAY.
Highway 280 North to the 19th Avenue exit. Proceed on 19th Avenue into Golden Gate Park, and make a left onto 25th Avenue, proceed to Geary Blvd. and make a left. Follow Geary to Ocean Beach.
FROM THE NORTH BAY.
101 South across the Golden Gate Bridge. Take the 19th Avenue exit and proceed to Geary Blvd. Turn right on Geary and continue to Ocean Beach

There is a book by a photographer named Galen Rowell (RIP) who was from the Bay Area and a friend of my Pops. He took some really jaw dropping pics all over the Bay. It's really worth a look, and you can get some ideas for some truly amazing photo spots close to home. If I find it in one of my boxes, I will post the name but look around, it's totally worth it.
Found it: Bay Area Wild by Galen Rowell..

If you're interested in sunsets you should try heading up fish ranch rd. Its off of highway 24 west...the exit right before the caldecott tunnel. There are some amazing views of the east bay and the bay bridge up there.
