just play municipal courses during the week and also try and play during twilight hours. you can typically play during those times for under $20.
Obviously this doesn't mean the nicer courses. There are quite a few public courses out there though that are affordable and can be challenging or that are at least in pretty nice shape

If you're willing to drive up to Sunol, they have their Super Twilight which is only $10 after 6. Right now during summer, I can usually get around 9 holes before it starts getting dark. IMHO, $10 for 9 holes isn't that bad.
I just got back from playing in Hawaii, and it's pretty crazy for pricing. Twilight is around $50 but for locals, it's $5 for anytime they royally rip off tourists

if you play a lot during weekdays, look for some monthly pass if they are available, so that you could play unlimited rounds for a fix amount. I play in Alameda a lot, for $130(non-residents) a month and $3 per round, so you are about to make even if you could get 6 rounds in, $148 total cost vs. about $27 per round twilight rates($162).

OneManArmy - spring valley golf course. i worked there for about 2 years during high school and can say that this is probably one of the nicest public course in the area for the price. I still golf there in the morning a few times a week and enjoy playing there.
theres also sunol super twlight for about $10 if you walk. sunol is in pretty crappy condition though

You a NCGA member? If so you can play Poppy Ridge for $36 weekdays with a cart. Tilden is pretty cheap, like $47 weekdays with a cart and that is my favorite public course in the Bay Area.

yeah that's the one. Very nice course for the money. Only draw back for me was the pace. WELL>>>>>WELL over 5 hours and I only got 13 holes done. So pissed. Slowest play I have ever seen. I almost turned around and hit a ball back at this dude that hit into me. People were taking naps in front of me it was so slow. Even with that I was on pace for a mid 80's score.

coyote creek....I work around the corner on the weekends at coyote ranch. nice course. Been wanting to play...too damn hot out there lately.
