I hope I got it right. It's hard to see in the picture if the car is dark blue or black
and I can't tell if all windows have tint.

Avatars are given out by Alex (Imprezer) as he sees fit. You do something nice for him and he might give you one. Every now and again he will have a contest or something offering an avatar as a prize.
Do not just ask for one because that is not the way to get it.
Also vendors are automatically given avatars as well.
