Come on, guys. The fan "impeller" is actually housed in the base. The big ring is really a duct. Some of the reviews I've read said that it sounds like an overclocked computer PC fan when running on max speed.
To move the same amount of air with a smaller impeller would make more noise and localized turbulence. The ducting/airfoil then smooths out the flow so that it's laminar coming out of the ring. It's a "bladeless" fan, alright. But noisier than an equivalent conventional fan you can get for $15 at Walmart.
